Rwanda Commits Fresh Funding to Kigali Airport Expansion and RwandAir in 2026/27 Budget

Rwanda's government has allocated new funding for the continued expansion of the New Kigali International Airport and increased operational support for RwandAir in its draft 2026/27 Budget Framework, presented to Parliament on 11 May 2026 by Finance and Economic Planning Minister Yusuf Murangwa. Airport construction is projected to account for spending equivalent to 1.5% of GDP during the fiscal year, sitting within a broader capital expenditure plan of Rwf 2.5 trillion - up from Rwf 2.1 trillion the previous year. The project will be financed largely through external borrowing, with total external loans projected at Rwf 1.97 trillion, including Rwf 1.147 trillion in budgetary loans. 

Alongside the airport investment, the government has adjusted recurrent expenditure to accommodate higher subsidies for RwandAir, which is facing rising fuel costs linked to Middle East conflict and global oil market instability. Murangwa framed the airport and airline as a single, interconnected national aviation strategy, positioning Rwanda as a regional hub for tourism, trade, logistics, and conferences. The increased borrowing will push Rwanda's timeline for reaching its long-term debt target of 65% of GDP to 2033, later than previously projected - a trade-off the minister defended as investment in transformative national infrastructure rather than consumption spending.
