Libya adopts green and circular economy framework in Cairo
Libya has adopted its Green and Circular Economy Policy Framework at a ceremony in Cairo on 3 December 2025, held on the sidelines of COP24 to the Barcelona Convention. Environment Minister Ibrahim Al-Arabi said the framework marks an important milestone for sustainable development and aims to accelerate the shift to a more efficient, resilient and innovative economy.
The policy forms part of the EU‑funded Green Progress initiative, implemented by Expertise France across eight southern Mediterranean countries. Libya was the first among participating states to finalise an integrated framework, signalling commitment to emissions reduction and better natural resource management – with potential benefits for sustainable infrastructure and related sectors, including tourism.
