Rwanda Launches Aviation Diplomas and Updates Civil Aviation Regulations to Address Sector Skills Gap

Rwanda Polytechnic launched two new diploma programmes on 25 March 2026 - Airline and Airport Management, and Logistics and Supply Chain Management - targeting workforce gaps across Rwanda's expanding aviation and air transport sectors. The programmes are designed to prepare graduates for roles spanning airport operations, passenger handling, cargo coordination and supply chain management. The launch follows the introduction of Special Regulations N°RSR/001/2026 by the Rwanda Civil Aviation Authority (RCAA), which took effect on 15 February and updated key components of the Rwanda Civil Aviation Regulations, covering personnel licensing, air operator certification, aviation security, safety management, drone operations and economic regulations.

The initiatives reflect Rwanda's broader strategy to build domestic capacity across its aviation value chain at a time when travel and tourism contribute an estimated 8 - 9% of the country's GDP, according to the World Travel and Tourism Council. The new programmes complement the work of the Rwanda Civil Aviation Training and Innovation Centre (RCATIC), which delivers specialised courses in safety oversight and regulatory compliance aligned with international standards. The moves come against a backdrop of continent-wide aviation skills shortages, with the International Air Transport Association identifying workforce development as critical to reducing Africa's reliance on external expertise and sustaining the growth of the region's air transport sector.
