Tanzania urges faster air law reforms at ICAO – TCAA workshop

Tanzania’s Attorney General, Hon. Hamza Johari, has called for accelerated ratification and domestication of international aviation treaties to keep pace with rapid industry change. Opening the 2026 Air Law Treaty Workshop in Dar es Salaam on 25 February, he cited advances in AI, unmanned aircraft systems, digitalisation and rising cybersecurity risks as drivers for updating legislation to safeguard safety, security and legal certainty – foundations that underpin connectivity, trade and tourism.

The three‑day forum, hosted by the Tanzania Civil Aviation Authority with ICAO, brings together more than 150 participants, including about 70 international delegates, to deepen understanding of air law instruments and support practical steps to ratify and implement them. TCAA Director General Salim Msangi said Tanzania is reviewing outstanding treaties to speed domestication, noting that uniform rules enhance predictability and confidence in cross‑border operations. ICAO’s legal chief Michael Gill reaffirmed that treaty compliance is essential to safe, secure and sustainable air transport, referencing 24 core air law treaties under the Chicago Convention and ICAO’s 2026–2050 strategy to strengthen states’ legal capacity and harmonise aviation laws.
