Angola approves €449m for coastal tourism infrastructure

Angola’s President João Lourenço has approved a €449 million public investment to develop core infrastructure in priority tourism zones – Cabo Ledo, Quicombo and Namibe – financed through external funding from Mitsubishi UFJ Financial Group. The plan seeks to unlock a strategic coastal tourism corridor, reduce investor entry costs and address infrastructure gaps that have constrained projects despite rising interest.

Formalised under Executive Orders No. 32/26 and 33/26, the decision introduces a simplified procurement process for the design and construction of access roads, water supply, sanitation, electricity, telecommunications and public lighting. Works will cover Pipas Bay (Saco Mar), Tômbwa Bay and Três Irmãos Bay in Moçâmedes, and Quicombo Bay in Cuanza Sul, under the Planifica Turismo programme approved in 2025. The government expects the initiative to strengthen competitiveness and support sustainable development, with anticipated job creation and local economic gains. Angola was recognised by the Global Tourism Forum as 2025’s Best Tourism Investment Destination.
