Zimbabwe Reviews Tourism Licensing to Boost Investment and Simplify Regulation
Zimbabwe’s Cabinet has approved sweeping reforms to licensing and fee structures in the tourism and hospitality sector, aimed at reducing operational costs and improving the ease of doing business. The review will see many permits and levies streamlined or scrapped entirely, with others reduced by 25–50%, following a nationwide consultation with stakeholders across sub-sectors including accommodation, tour operations, boating and catering.
Industry players have welcomed the move, highlighting its potential to unlock investment and increase sector competitiveness. Tourism Business Council of Zimbabwe President Clive Chinwada and Shearwater’s Clement Mukwasi both praised the reforms, citing the removal of licensing duplication and regulatory inefficiencies as key gains for operators. While consumer price reductions may not be immediate, the reforms are expected to strengthen Zimbabwe’s tourism offering by attracting new entrants and expanding the market base.
