Rwanda Signs Tourism and Energy Investment Deals at Africa CEO Forum

Rwanda concluded several investment and cooperation agreements at the Africa CEO Forum on 14 May, spanning energy, manufacturing, hospitality and financial services. The deals were signed through the Rwanda Development Board (RDB) and the Rwanda Social Security Board (RSSB) during the forum's "Invest in Rwanda" session. Among the tourism-relevant agreements, RDB signed with Sunrise Resorts & Cruises for the development of a hospitality resort, alongside two further heads of terms covering a solar photovoltaic power plant with battery storage and a water treatment plant. RSSB also concluded agreements with Cleo Capital Group and The Lux Collective, including a Share Purchase Agreement and a Hotel Management Agreement for the Akagera Game Lodge. 

Further agreements included an MoU between RDB and Elsewedy Electric covering a manufacturing plant, a technical institution, a logistics hub and the expansion of the Kigali Special Economic Zone, as well as a bilateral investment promotion agreement with Benin's investment agency APIEX. A non-binding collaboration framework was also signed with Busara Advisors to support investment facilitation and advisory services for the Government of Rwanda. The breadth of agreements signals Rwanda's continued drive to attract foreign direct investment across key economic sectors, with hospitality and conservation-linked tourism forming a notable component of the country's investment offering.
