Mpumalanga Seeks Private Operator to Revive Zithabiseni Resort with R101.8m Overhaul

The Mpumalanga Tourism and Parks Agency (MTPA) in South Africa is calling for a private sector operator to invest in, upgrade and manage the Zithabiseni Holiday Resort and Conference Centre, located within the 13,300-hectare Mabusa Nature Reserve. The resort, which spans 102 hectares and currently operates 56 chalets accommodating 196 guests, has faced sustained financial pressure over the past five years, with expenditure consistently outpacing revenue and infrastructure falling into disrepair. An estimated R101.8 million is required to refurbish the remaining 389 chalets, which - if restored - would increase guest capacity to over 1,000.

Despite its challenges, the resort recorded 921 overnight guests and 14,100 festival attendees in 2024 and retains a range of operational facilities including conference venues, a licensed restaurant, swimming pools and quad and 4×4 trails. The MTPA is exploring both concession and timeshare business models and has outlined ambitious expansion plans, including camping facilities, bush camps, ziplining, a wellness centre and a cultural village. A proposed museum celebrating Ndebele culture, with renowned artist Dr. Esther Mahalangu serving as tourism ambassador, is also on the table. The agency says revitalising the resort is expected to generate employment, support local businesses and strengthen tourism across the region.
