Libya Lifts 11-Year Aviation Restrictions in Major Connectivity Milestone

Libya's Ministry of Transport has confirmed that international airspace restrictions imposed by the UN's International Civil Aviation Organization (ICAO) in 2015 have been formally lifted, effective 23 October 2026. The decision, announced by ICAO Secretary General Juan Carlos Salazar at a civil aviation meeting in Doha, follows more than a decade of restricted access stemming from the country's civil conflict. The ministry cited "notable progress" in Libya's civil aviation sector as the basis for the decision, which will be circulated to all 193 ICAO member states for implementation.

The impact on air traffic is already significant, with Libya reporting an unprecedented surge in permit requests for international airline transits. The number of registered permits for the 2026 - 2027 winter season has reached 61,968 flights per month from November - a sharp increase from an average of 2,000 monthly transit flights during the previous season. For the African travel and tourism industry, the development signals a meaningful shift in North African aviation connectivity, potentially opening new routing options and improving access to a country that has long been isolated from mainstream international travel networks.
