Aviation Industry Urges African Governments to Align Passenger Data Programmes with Global Standards
The African Airlines Association (AFRAA), Airlines Association of Southern Africa (AASA) and the International Air Transport Association (IATA) are calling on African governments to implement Advance Passenger Information (API) and Passenger Name Record (PNR) programmes in line with International Civil Aviation Organization (ICAO) standards and global best practice. The organisations say harmonised passenger data systems can strengthen border security while facilitating smoother travel, provided they are supported by clear legal frameworks and internationally recognised technical standards.
The joint advocacy also urges governments to avoid imposing excessive API/PNR charges on airlines, warning that such levies increase the cost of air travel, undermine connectivity and place unnecessary financial pressure on the aviation sector. Instead, the industry is encouraging governments to adopt sustainable, cost-effective passenger data programmes that balance security with efficient travel facilitation across Africa and the Middle East.
