Angola targets tourism led diversification as ITB Berlin 2026 host

Angola is elevating tourism as a core driver of economic diversification alongside agriculture, industry and renewable energy as it hosts ITB Berlin 2026. IMF estimates show real GDP growth of 4.4 per cent in 2024 – the strongest in five years – led by the non‑oil economy as oil output trends lower. Under Angola Vision 2050 and the 2023–2027 National Development Plan, the National Tourism Plan (PLANATUR) targets a doubling of tourism revenues by 2027, around 50,000 new jobs and a 1.9 per cent GDP contribution, supported by nearly 7 trillion AOA (about €8.23bn) for development and infrastructure, an annual 20 billion AOA (about €23.5m) support programme for private providers, and visa facilitation for nearly 100 countries.

Infrastructure and market development underpin the strategy: Luanda’s Dr António Agostinho Neto International Airport has capacity for up to 15 million passengers a year; international hotel groups including Marriott International, IHG and Accor are adding projects; and a modern convention centre plus the Angola Convention Bureau aim to grow MICE demand. The Lobito Corridor rail link from the Atlantic port to the DRC and Zambia is expected to boost cross‑border trade and tourism, while additional accommodation capacity is still needed outside the capital – positioning Angola for broader, year‑round tourism and investment.
